A while ago someone posted the following listing number of rooms per resort. It is pre-BLT. Since you want a 1BR, I think your best chances are at SSR (432), AKV (500 although I don't know if these are all part of inventory yet), and OKW (230).

If it were me, I'd wait list SSR and AKV. If one of these came through, then waitlist BWV or BCV.

I called about those same dates a couple of weeks ago, and the person I was talking to said the waitlist for the last of December was really long. The first part of January wasn't too bad. We decided to go Thanksgiving week instead - we just bought another contract with points that are about to expire. Maybe something will open up for you.

I think you have a chance... Last year we did a Christmas trip Dec 19-28 (At SSR). We added that last night, the 28th, late in the game, can't remember exactly when... But they also had other nights available at some other resorts. This was a 2 bedroom by the way. Now obviously we weren't there for New Years and that will be the hardest night I imagine. Good luck!

my waitlist for the night before Thanksgiving came through. Based on that, it doesn't appear that holiday weeks are impossible.

Not sure if it will come through or not, but I've had terrific success with waitlists and they always come through right before that 30 day mark. We had waitlisted for a studio at HHI for the first week of August. That's the peak time at HH. Of course, I put us on the waitlist the first day I could at the 7 month mark, so that may have had something to do with my success. But another time, also for HHI , I put us on a waitlist in May for a studio for the 3rd week of July, and that one also came through - again, right before the 30 day mark. Keep in mind that HH only has 21 studios, and we were still successful!

Don't lose hope! We had basically given up on our HH waitlist this year and had made some other plans for that week, and then it came through. But when it did, we changed those plans again so that we could take the HH ressie.

I think switching up your resorts was a good idea. BW and BC are very popular for 12/31. I've waitlisted for NYE before at those resorts and it never came through -- that one night might be your stumbling block.

I would consider booking something for cash for that night and booking around it with DVC points. We were at WDW for NYE in '08, and it's wonderful!
