Yes they do, in the regular dining room. But they do NOT take it in the Queen Victoria Room or The Chef's Table experience.

Also, instead of the regular 18% gratuity, at V & A, it's 20%.

The fact that V&A took it made it worthwhile for us to upgrade to one AP & get the card!
