Does Universal have some form of a GAC?

We will be visiting Universal during our Disney Trip, and need to know if they offer some sort of GAC. I would need one to use my stroller as a wheelchair.

yes, they do
You would go to Guest RElations to request it.
How they give it out is basically the same as is outlined in the disABILITIES FAQs in post #6 about GACs for WDW.
 
The Universal GAP (Guest Assistance Pass) works much the same as Disney's GAC, the main difference is that you will need to go to Guest Relations each day that you visit to request a new one as they are only issued for one day at a time.
 
Another nice thing about the Universal GAPs is that they can give you passes to the "family rooms" where the non-riders can wait for the riders. Also they give you one pass per ticket, and if your party splits up this is very helpful.
 

My DH didn't need a card but he has a wheelchair. We felt we were given star treatment. Not only were we given a spot up front of the line but the cm's there were very helpful.

What you experienced with being given a spot up in the front of the line is not typical. Since Universal was built with wheelchair accessible lines, people with wheelchairs usually are waiting in the regular lines with all the other guests.
 
FWIW we just stay at a Universal hotel for one night. This gives you unlimited "fastpass" at the attractions. You can repeat each ride until your hearts content!!!! One night gives you two days of "fastpass" access. The day we "check in" we get to the hotel around 8:00 and pre-check in to get our room key and hit a park. The next day we check out around 8:00 and then hit the second park. We then don't have to worry about explaining needs twice and that is the access that accomodates us the best anyway.
