Does this Ride Swap Strategy Make Sense and will it Work?

Stitch & Buzz won't work for you. Neither has a height requirement and you're allowed to take babies on them so you can't get a rider swap pass. Your plan for 7 Dwarfs, Splash, Space and Thunder will work. We found it took a LOT of time even with the Rider Swap passes to actually ride the rides in this manner.

When we used Rider Swap in November they wouldn't give us the Rider Swap pass without showing a child that was too small to ride that ride. Happened three times (Everest, TT & Soarin'). We didn't try for Rider Swap on any other rides.
 
Ride 5 - Buzz Lightyear - Myself FP (3rd) - Wife RS - Daughter -RS - I would Ride by myself and Wife and daughter would use Ride Swap Later.

It has not been updated since SDMT opened, but that is probably the only thing missing from the MK section.

@JenQ Since you have a total of 4 people able to ride height-restricted rides, you could split your FP+ 2 & 2 and essentially get FP for 6 different rides (as long as they're all height-restricted). Or you can split for 2 or 4 rides and get the other 1 or 2 FPs for things the baby can do as well and all go together.

Also keep in mind that children under 7 are required to ride with an adult. So if one or both of your tall-enough kids are under 7, you'll be better off splitting up your FP+ 2 & 2 for the rides that only seat 2 together. (7DMT, Barnstormer, Speedway, Rock 'n Roller Coaster, & Everest I think is all of them. You should be able to fit one adult & 2 smaller children in one seat on BTMRR & Splash.)

Another perk of combining Rider Swap & FP+ is that one adult (and the smaller kids if over age 3) can have a FP+ for something the smaller kid can ride while the other adult & older kids have FP+ for the thrill rides. That way the younger children don't have to just sit around & wait while their older siblings ride.
 
This doesn't pertain to the rider swap aspect of the thread, but we split our FPs on rides the little ones can do and only seat 2. I might FP Dumbo and ride with toddler while DH FPs Magic Carpets of Aladdin and they ride while I photograph. You can FP more than 3 rides.

This will only work if your child is under 3 and doesn't need their own FPs. Once a child is 3 and needs a park ticket, they also need their own FPs.
 
With Buzz, the CMs don't even have riderswap tickets to give because there is no height restriction. They only hand them out at rides with a height restriction. Even if they wanted to give one to you, they wouldn't be able to. They would just say bring the baby with you.
