Does DVC always offer 25% discount to DVC members..............

wishing to combine a cash and point trip? Or, does it depend on supply / demand? During the summer, how often does DVC offer the 25% discount at the WDW resorts? What about Disney Hilton Head --- how often is the 25% discount offerred for summer months -- June / July?

It's definitely dependent on availability. They will only release a room for member cash if they anticipate that it will not be booked for points, the rooms come out of the points inventory. Usually Friday and Saturday are the easiest nights to get since some members avoid them because of the high points. You can also check with CRO, they may have availability because their rooms come out of non-points inventory.
