Does Disney Cruise Line have a policy for chewing tobacco?

We have a cruise booked for the 25th on the Fantasy and now my dad doesn't want to go because he "heard" he could only take two cans of tobacco.
 
He is threatening to cancel a whole cruise and miss the time with you because of cans of tobacco. Plus he only "heard" this, didn't check it out. Is something else at play? Maybe financial worries or not wanting to be a burden or just a power tantrum. . IDK but doesn't make sense since others could carry some in their bags for him or he could maybe purchase more at a port (I don't know if that's allowed but not really my point) or actually check facts rather than get you upset over hear say. I'm wondering if you might talk to him and figure out why he is really feeling this way because the obstacle might be easily solved , if it even exists.

My husband is a long time user of Kodiak that comes in a metal can, really wish he’d stop. He carries at least 4 or more cans with him in his carryon or checked bag and has never had an issue at DCL.
He is very discreet about it, you would never know.
