I know Alamo/National will at the Car Care Center at the Magic Kingdom. Here is a quote from my Trip Report in 2007 when I rented from them and used a debit card.
For anyone who has thought about renting a car, but doesn't have (or doesn't want to use) a credit card, you CAN rent a car from Alamo at the Car Care Center without one. You may pay by Debit card or with a check, provided you can show them a WDW reservation and a return air reservation. I guess the return air reservation proves to them that you will bring the car back, since you have to go get on a plane to go home.
I will be using them again for our trip this coming October, and I called to verify that their policy is still the same and they said yes, it was. I had no problem with them at all, and they didn't "hold" any more money then the price of the car rental.
I would suggest calling to verify for different locations though - sometimes policies and procedures vary from place to place.
