Do you wash shirts before iron on?

I've read you need to wash your shirts after ironing on the transfer in vinegar, but what about before you iron on the transfer?

Yes, you need to wash the shirts BEFORE ironing. Remember to NOT use fabric softner or dryer sheets!

This may be a silly ? but I want to make sure I do these right the first time. Should shirts be washed in vinegar prior AND after ironing on transfer or just after?
