Do you use Aromatherapy?

They may already be diluted. 'Neat' would be straight up pure essential oil, nothing else.

Something labeled as 'fragrance oil' would be diluted already, usually in almond oil, or other non or lightly scented oil.

Interesting. I was looking at my peppermint bottle and it is called "Peppermint oil" but are oother things listed under ingredients. I think your right about already being diluted.
