One could argue that they don't offer a discount on the annual pass anymore. They simply created a different pass that can only be purchased by Florida residents and DVC members. The "regular" annual pass that is $100 more actually has more benefits, so it really isn't apples to apples. One could tell themselves they don't go during the blockout dates so it is effectively the same, but it truly isn't. (this was from memory, so if I missed some details or nuances then I am open to correction). I know I was a little irked at the distinction when I was looking at the new option.
If they aren't going to offer a straight money discount then they should consider offering something with more access. Maybe they could even give back some of the access they took away, that would be typical. The manufactured value....
The premium pass special was brilliant in my eyes, because it was a win - win. There was value to the DVC member and it probably had a self serving purpose for Disney. They were able to funnel some folks to the water parks, and introduce some people to the premium pass that may have gone ahead and upgraded on their dime the next time around. They even closed the purchase discount gap shortly after those passes were sold.
So it may not be all about just giving something for nothing, I am sure they could find a way to milk something out of it for themselves. Maybe during construction they could make the pass only good at Hollywood Studios and not other park on Tuesdays and Thursdays....
