We will be at Universal 1st week of September. We were going to stay on site for the express pass, but is it really required in low season, mid week?

Not usually...September crowds are much lighter than summer.

You could wait and see what it is like and then buy the express pass later if needed. I would expect HP to still have a crowd. Get there early!!!

Does anyone happen to know what the price of the express price is? We are going in November and not staying on-site.

It depends on the anticipated crowd level for that day. If you check the website and plug in your dates, you will see the Express Plus cost for that particular day.

if its "free" why would that even be an issue?

They would consider staying offsite to save money if express pass is not needed. Many people like to compare the cost of an offsite hotel with paid express passes added with the cost of an onsite hotel with free express.
