The "Follow the rules and you are good" philosophy is fine for children, but grown-ups are supposed to be able to distinguish right from wrong, and realize that "right" has nothing to do with popularity or rules or penalties.
"I was just following orders" is no excuse in the land of morality.
NO ONE does the right thing all of the time. None of us are perfect. And if everyone followed the rules, regardless if the "rules" were "right" or not, we would never have change.
I am a rule-follower. I am willing to admit I am human though, and I am sure I have broken some rules. I can think of one occassion as a matter of fact, where I broke a rule purposely. I worked at a mental health center where we were supposed to charge medicaid or the individual for any time they called in a question on the phone, even if it was "Was that one or two pills I am supposed to take?" or "Is my appointment on Monday or Tuesday." I flat out refused to do it, my doctor doesn't charge ME for that kind of thing, I considered it Medicaid fraud. Guess what, the "rule" got changed.
But even besides that type of thing, we all do something against the "rules" at one time or another, even if it is unknowingly. I am sure there are plenty of people that don't have the fortune of being aware of this site that have pool-hopped or reused mugs, or any of the other big DIS no-nos that are not aware that they are rules.
