I know back in July, when PtN was still very new, they did cancel it due to rain (see this thread). Surprisingly, there has been much talk about what has happened on more recent rainy nights.
Fireworks aren't cancelled due to rain per se. They're usually cancelled due to wind at higher elevations. So if it's not windy, they may still present fireworks.
