Do infants count when making ADRs?

I have a group of 10 people, including two 2-year-olds and a one-year-old (plus a 4-year-old and a 7-year-old). When I'm making ADRs, do I make reservations for 10? Or is there an age cut-off where kids don't count in the number?
 
All persons, no matter the age count in the headcount for the reservation. They will ask you the ages of all the kids in the party. It has to do with the table space needed & even a 1 year old in a high chair needs table space. :)
 
It's more to do with capacity of the restaurant for fire codes than it is for table space. That is why even an infant who will not be eating anything and will be seated in a parent's lap counts.
