Do I need AP first to book AP rates?

My mother wants to switch her booking to AP rates from regular rates, and buy the APs when they get to WDW. Can she do this? Will the AP phone person ask her if she has an AP already and will they ask for a membership code or something like that?

Also, is the AP line just the CRO line and do you know if travel agents get AP rates on their computer?

You do not need an Annual Pass at the time you book your reservations. You will need to show it at check-in to get the discounted rate. :)
