Do CMs get to keep pins from their lanyards?

I am asking this because I have had a few that were very reluctant to trade with me. Just wondering if they are able to keep them. Also curious how they stock their lanyards? Aren't they supposed to keep a certain number of pins on it?
 
They may have ones they wanted to keep, but they can't tell you no. I think as long as they turn in the same number of pins they "checked out" then it is ok. A few people I know would take their own pins to work and put them in their pocket and if they got something they liked they would switch them.
 
As long as the pin you have and want to trade is a legal Disney pin the CM is required to accept it for any pin on the lanyard. There is a limit of two trades per Guest per CM.

When I was in a position where I was wearing a lanyard I would always bring a few pins of my own with me in a pocket. When I picked up the lanyard if there was anything on it I wanted for my collection I would do a "trade" between my lanyard and the pins in my pocket before going onstage.
 
as long as you have legitimate pins they have to trade with you, unless they have a green lanyard (it's green at disney world, not sure about disney land) which means they only trade with children 12 and under.

i've never had any really reluctant to trade with me, i've gotten things like "oh darn i liked that one" before though. and a couple cast members told me they have a certain number on the front of they're pouches and if they get one they like they'll swap it out for a different one from inside their pouch.

however i don't know if there is a required amount of pins they have to have out though, i saw some cast members with 9 or so pins on their pouches/lanyards, some with 4/5 and some with only like 3
 

There should be 12 pins on the lanyards and 9 pins on the pouches. I usually have less than that because they fall off very easily, especially off the pouch. And, sometimes I'll give a guest a pin for a magical moment :)
