Do buffets charge for kids under 3 NOT on DDP?

Just curious. I'm weighing our options, doing the math, trying to figure out if we should do a package or use some of our non-expiry left overs.

If we were to go to a character breakfast (buffet) for example, would they charge us for a child's plate for a child under 3? I know they don't if you're on the DDP but what if you're not on the DDP?
 
My friend's 2yo traveled with us during our last trip. We were on the dining plan, and I don't remember her ever being charged for a meal for the 2yo at any of the TS buffet restaurants. I was usually the one signing the check, and I only ever remember leaving a tip.
We were on the regular dining plan, and ate at the Crystal Palace 4 out of 5 days.
 
Children under 3 (e.g. 2 and under) always eat for free at the buffets and family style restaurants.

Where each person orders from a menu, they can eat off an adult's plate for free, but if you order them their own food/drink, you have to pay for it.

The policy is the same whether you have DDP or not.
