I agree completely with Wishing on a Star, I used to work for a public utility company, and people often tried to use names & SS nmbrs of elderly or deceased people and when they got denied, they hang up call back with another identity.
I would call 411 to get the hospital TN directly and do not go by whats on the bill you got, better safe then sorry.
I would also run a credit check on MIL to see what other bills are out there, if there are any. It is very easy to track someone down if they use their stolen ID to get utility services, you just get the address of services rendered then call the landlord. The people who do this will be gone before you find them, but at least youll have an idea of who it is. If you dont find any other bills, then its prob just an error. Maybe the insurance nmbr was typed in incorrectly.
