Yes! I just submitted the form online yesterday and received the email confirmation today. Sometimes it takes 2 days, but usually just 1.

ETA: They will send an email immediately stating that they received your request, and someone will respond in 2 business days. Then the confirmation email will come in 1-2 days.

I don't recall getting an email but the luggage tag and info packet came about 45 days out.
