DL using points $75 booking fee or no booking fee

DL using points $75 booking fee or no booking fee , according to the dvc planner all it states is non refunable $75 booking fee for DCL
But they are both part of the disney collection and i thought dsiney collection you pay $75 for a booking fee, Have i been thinking all these years that we had to pay $75 booking fee for DL
