DL in Feb - need help picking a week

We're planning a surprise trip to DL in February and I'd love to have help picking between the 2 weeks we've narrowed it down to: Feb 16 - 21 or Feb 19 - 23. I know the 16th will be very busy but don't know if it will be busier that week following Presidents Day or busier on the weekend. We're trying for as many lower crowd days as we can.
I'd really appreciate any opinions!

Personally, I would get as far away from President's Day as you can.

Agree with this!! I was there the weekend AFTER the President's Day weekend and it was packed. Yes, it was Dapper Day that weekend, but I think that primarily there were many, many people who had the entire week off for "President's Day!!
