In numerous trips to Disney hotels, I've only been on the 1st floor once and I don't remember if it was noisier or not, so I'm not much help there.
You are correct about the buses. There is one large bus waiting area just in front of the main building (check-in, food court, gift shop, arcade) where everyone waits but there are separate signs/ lines for each destination. (Some are combined. Like DD and TL, I think.) Anyway, when I was last at an All-Star in 2006 the areas weren't roped off, but people still formed clear lines. It was President's week and very busy and we didn't have any problems.
As far as the view goes, I don't know if you can request not to look at a parking lot or not. We always request by theme based on the kids' interests at the time.

) As far as sharing buses, it usually depends on how busy it is. In the summer, you'll probably see some sharing mid-day, but not so much 1st thing in the morning or at closing. But, that's just a guess. I stayed at Sports during President's week in '06 and we never shared buses. But, that is a very busy week. When I stayed at Movies late August '01 we shared about 1/2 the time but the parks were very quiet that week. Honestly, I think the sharing at the All-Stars is easier than the sharing at Disney's more expensive resorts because they are all next to each other. JMHO
