Disneyland Wheelchair Taxi & Nighttime Safety?

I know this is a DL question but since this is where all the wheelchair folks are...

I'm interested in attending church while out at Disneyland but the ART buses don't run near the church nor do the usual city busses. Has anybody had luck with a reliable wheelchair taxi service? Is it expensive?

Also, how is safety outside of the DL resort bubble? I've always felt safe traveling back to my hotel even at 2AM since many workers are still getting off work at that hour and are lining the streets waiting for their bus and many DL employees walk back to the employee parking lot. I've passed many homeless people and never once have I felt uncomfortable despite being very vulnerable. The church I'm interested in going to is only about 2 miles from my hotel but it is in a residential area and away from DL. The sidewalks look in good condition on Google Street View (the sidewalks from my hotel to DL were wonderful!) but I'm a bit concerned about safety, especially at certain hours.
 
DL frequenter here. I can't help with the handicapped taxi but I'm extremely frequently outside the bubble for my doctors (UCI, where I have three doctors, is just 10 minutes approx from Disneyland). Some areas I would say are better then others but I don't know if I would call any of them unsafe in my experience. I think south side is considered a bit seedier since that's where a lot of the adult stores are but I've never ventured down there myself to say for myself. I've heard the hotels north of Ball can be a bit rundown but I don't think I remember hearing anything about that neighborhood or feeling unsafe when running through them, several times.

East and west is usually where I'm headed when I go outside the bubble. And I honestly feel pretty comfortable.
 
There are some unsafe areas about a mile or so from the resort, so it all depends on which direction the 2 miles you mention are headed. I personally would opt for a taxi, as there are many residential areas in Orange County where drivers are not expecting pedestrians to be crossing (it really is a car-dominated area.)

You should be safe around the Disneyland property about one to two blocks in any direction, as there's a lot of foot traffic from the parks. I would assume you'd be safe around the church area, as well. It's the mile or so between that I'd be concerned about navigating depending on where your church is located.

ETA: I'm a petite female who travels solo to DL and rent an ECV while I'm there. I always stay off-property and I've never felt unsafe around the resort area. My knowledge of the area comes from family that lives about 5 miles from the resort, and anecdotes from ride-share drivers that have driven through some unsavory residential areas not too far from the resort.

You could contact the Church you want to attend, and ask if they have a transportation or ride share program; they may have a volunteer who will be happy to come and pick you up for services, or they may run a van that picks up folks without transport.
