We have used Deckert Surgical recently and was very happy with their service. The scooter was waiting for us when we checked in and on departure day we simply left it with bell services.
All of them will deliver to any of the local hotels. Deckerts usually has extras at the DL hotel. Ours broke down once in the park and a hotel CM brought us a new one and took back the broken one. Select Mobility Scooter Rental told me they answer their phone after business hours just in case that happens.
I believe Disneyland recently followed suit with WDW and the “exclusive featured vendor” program. ScooterBug is the only vendor allowed to deliver to onsite resorts via Bell Services. Other vendors will meet you in person.

That is correct. According to the DL website, Scooterbug is the preferred provider and only one able to leave a wheelchair or scooter with Bell Services. I was looking at them for a wheelchair for 3 days next month, and the quoted price was $43 which is more than renting 3 days in the park costs. But we are staying at Paradise Pier and doing Moonlight Magic party and will need one at the end of the night back to the hotel for my Mom. I still need to call Deckerts to find out the process with them. Or see if I can pick up / drop off the wheelchair from their office since I live local and can easily do that if needed.
