I can definitely understand not being able to follow that individual at the time, for you had your young relatives with you. I have a tendency to think in terms of oh, I will do this or that if someone has just done something wrong, if not criminal to me or to another.I do not have any children, so it is just me, and so much easier to do.
I do not worry so much about myself, as I do for the safety of others. Especially people that are or appear to be vulnerable. I shall not tolerate anybody doing what they did to you. I will follow them, report them, and help out as best as I possibly can. But again, I do not have youngsters with me.
When one is able to safely report such actions, that is the right time. For as long as one has a good description, approximate time is good too, and location, this is so very helpful. Not only will there be a possible opportunity to find the individual, but also for making out a report that will be as complete as possible.
I am relieved to know, that you and your relatives were able to have a wonderful and great time, despite that incident. I am glad that experience did not ruin your visit. For if it had, then that most rude individual would end up having just too much power. His type, is not powerful either. His type is just a big over grown, neighbor hood bully. He probably does have a criminal record for assault and battery, it would not surprise me in the least.
