Govenor Ratcliffe was one of the many Villains at the Character Meet for "Golden Screams" during the Holiday season 2006.
I also spotted him in Animal Kingdom at WDW...

It's Abby Mallard from Chicken Little. My kids hadn't even seen the movie at that point, but wanted to have their picture taken with "Ugly Duck Girl".

I wouldn't mind in the least if we never saw either of these two in the park. What a scary pair! I wonder who it is that makes the decision on who makes a good character to add in the park. I think these two had some inside connections.
