It's a calaca (skeleton) in honor of Dia de Los Muertos (Day of the Dead) in Zolcalo Park, it's right by the Rancho del Zocalo restaurant and BTMRR. They have a whole set up in honor of Dia de Los Muertos. They had it last year too, but I don't know when they started putting it up. It's really neat. They have a bunch of skeletons and altars set up and a plaque with the story of Dia de Los Muertos..

I'm sorry I don't have the "recipe" anymore but I know it's really easy and probably the toughest part is finding the mold. It was like sugar and maybe ... nothing? I can't remember now but it was super easy.
