My DH has expressed a strong desire to stay at the Disneyland Hotel. The best offer I'm seeing now is 1700 euros for 3 nights. Does it get cheaper/better? We're looking in September so I know for WDW there would be discounts.

Also, is 'half-board' worth it?

I will be watching this thread as I also want to know if Half Board is worth it or not. And if u can use your food vouchers in any of the restaurants that are not listed. I want to eat in Rainforest Cafe and Planet Hollywood, but they are not listed

I would say half board is only worth it if it is included, I wouldn't pay for it. The French site has upto 35% off for stays in September making the DLH €1500 for 2 adults kids under 12 free staying during the week. There is nearly always deals on for low seasons, usually only upto 40% so 35% is good

Planet Hollywood and Rainforest cafe aren't owned by Disney so pretty sure they are not included.
