Disneyland Hotel Resort Tower

I just read an article that this is proposed at The Disneyland Hotel. The article states that if it's approved, it should open in 2023. My question is if anyone knows when they actually start selling contracts on a resort. For example, once it's approved to be built, or once they have a model to show.. I don't remember when we bought our first contract if it was even built yet or what stage it was in. We purchased at SSR but had to see the room at Boardwalk.
Any thoughts are appreciated.
