when at the florida parks, I usually had no trouble finding an open outlet on a side of a building, restaurant, or in a plant area ( usually by a light) to plug my ECV in when it looks low.

Does anyone have any specific spots they can share where to find outlets at Disneyland & California Adventure?

No, but you shouldn't need to repeatedly charge an fully charged (overnight) ECV. Rental, contact the company for a replacement. Your own, maybe check or even replace the battery?

Increasingly, the outlets at WDW Parks are being made inaccessible to the public; from what we have learned, some of the outlets have specific voltage levels that could damage consumer electronics (including the charging circuits on ECVs and power chairs)

As @kaytieeldr said, your device should be able to go a full day on a single, overnight charge. Many people who have problems with battery life in the Parks, have failed to make sure that the device completely charged overnight. Never rely upon being able to find outlets in the Parks, as increasingly they are not available anymore. I would presume that this is a Disney-wide, not just WDW specific, change, and plan accordingly.
 
the ecv is our own. a smaller kind, that the batteries are not as robust as the BIG ecv's they rent for the park, so yes they do run low during the day. have purchased new batteries & still does the same.
I have read on other forums many people have the same problem , but no solution, . I thought i'd ask here for help, as we didnt have any problems charging in florida at universal or WDW or seaworld. ( we usually plug in during meals )
 

I would definitely ask a CM which outlet(s) you are allowed to plug in to, just to be safe; even around the food service locations there could be outlets that aren't intended for the public to use.
