Is there a Disney Quest being built in the Philadelphia area or has that been permanently cancelled?

Not only has it been canceled, but the big gaping hole at 8th and Market where it was intended to go is being turned into a parking lot. It's going to cost 2.5 million dollars to fill in the hole enough to constructed a street-level parking lot.
