At this time, that is correct.
Norwegian Cruise Lines is suing the state of FL over this, so it may change.
Other cruise lines are offering a decreased, limited experience for non-vaccinated passengers, and to receive the more pleasant experience, one must show proof of vaccination. It is not out of the realm of possibility for Disney to do the same for guests (can’t stay at certain on-property hotels without proof of vaccination, for example. Or can’t make an indoor table service reservation, or receive an appointment at Savi’s, or secure a boarding group for Rise, etc.).
