I've never booked a VIP tour. Does anyone know how many tours they book each day?

At a max of 10 people per tour I'd be surprised if VIP tours would make a lot of difference in the daily volume of guests that can ride RotR but possibly I'm underestimating the number of people who book these pricey tours.
I see one to two tours every park I go to... which leads me to believe there’s a decent amount out there.

if there was 10-30 tours per day, at 120-350 people... then the problem was likely that they all showed up at the same time. So the need for boarding passes is more about giving them a low wait experience because even they need to be spread out?
 
Disney should make these tours after hours. Exclusive access to the parks and they could have maybe have 5 tours max/park/day.

The cost would be ridiculous but pair it with a dinner at a "Signature Restaurant" in each park (Brown Derby/CRT/Le Cellier/Tiffins, etc.) before close..that would be on a bucket list for sure.

Honestly, Disney is more impressive at night anyways.

I hope so, I'm on a waiting list....since June. Probably the main issue was that that a lot of tours were already full, so no one could get the perk after they announced it, resulting in angry phone calls.
Wouldn't normally be on my radar at all bc of cost, but doing something special for my granddaughter for one day, and some magic from other family members made it possible. But I was calling in June for August, apparently too late. But who knows, I might get a call, I still have 19 days before my trip.

So I can tell you today, just in GE, I saw at least 5 different groups with a plaid. Even my husband noticed and he never pays attention to that stuff!

I can also tell you that the BG calling was going very slowly and erratically. Started with 1-2 at a time, then by 5s, then back to 1-2, then picked up some momentum to 7 before going back to a couple at a time. It also told us this morning it would be 6-7 hours (and it was). Yesterday was closer to groups of 10 at a time, not as erratic, and we were in around 12:30 with a similar number (70 vs 72). Was it the tours? Hard to tell, but ironic they are stopping them from using it to get on ROTR after today.
 
Looks like they cranking up to get the dining plan up and going. Honestly surprised they haven't yet. They make a small fortune off that thing. Which ought to tell us all something.

What it tells us is that they probably make more by not having a dining plan. The restaurants are full of people willing to pay full price for meals and snacks instead of guests getting any value out of a dining plan. On the AYCTE restaurants alone, Disney is making about $15 more per adult that sits at a table to get a lesser experience than pre-COVID. Free dining is going to be a thing of the past and I wouldn't be surprised that IF dining plans come back, the prices are going to be considerably higher than they were since guests have proven that they are willing to pay top dollar OOP. This doesn't factor in the boost of morale by the wait staff who, rumor has it, were more likely to be tipped poorly or stiffed by people on the dining plans. If demand for TS restaurants starts to decline, then maybe dining plans come back but until then they have no reason to bring them back, from a business standpoint.
