During certain business hours (I'm not sure what the hours are, though..), you go to:

disneyworld.disney.go.com > click on button on the bottom for the free dining promotion > scroll down, chat button will appear underneath "traveling by air?" information box.

there might be other ways to get there, but i've always gotten to it this way. again, the live help isn't there all the time - but if they're available, the button will be there. HTH!

Its when you go to reserve a room or vacation package there is a link or sometimes one will pop up asking if you have questions, it may only be certain hours but I know I have used it several times
