Yes, something in the parks would be very cool. The infrastructure is already being built up - the free wifi, the charging stations and most people have a smart phone in their hand. Walk around the park trying to "catch" sets of Disney characters who are hiding in different locations...I don't think they would develop an app like this. Maybe something for the parks but I can't see them doing a world wide app.
Disney is terrible at making games...or hasn't anyone noticed?

If they can license their properties to someone who is capable enough, I think something cool could be developed. Though by the looks of recent apps like Magic Kingdoms, Disney's Crossy Road and such, there's nothing to get hyped about.

Im guessing by the time universal builds their Nintendo area Pokemon go won't be popular anymore. Mobile games go through phases. Angry birds was huge now isn't, candy crush was huge now isn't, clash of clans huge now not so much. Pokemon go is huge now but a few months from now some new game will be out getting the attention.I've been wondering how this will impact Universal's Nintendo expansion... There's a ton of potential there. A little Pokemon zone with an actual gym, exclusive Pokemon, etc. The merch possibilities alone - they'll be minting money. Yet another reason for Disney not go pursue this, IMO. They need to do what they do and focus on innovation, not desperately imitate what someone else does better. Especially when they company that does it is soon going to have a major presence just down the street.
