I don't know if this will help those of you who are banned and still have funds/gift cards tied to PP/Ebay, but I found a story from a person who said they were able to get their money right away + the money they had tied up in Ebay cards by emailing around until they got a response from Paypal's Office of Executive Escalations. Of course, this was Jan/Feb and that's still when Ebay GCs were tied to your PP account, so IDK how it would work now that cards are officially tied to your Ebay account.

I tried to use this for a restaurant and it wouldn't take. I clicked the line that gave the code, and it took me to a page that showed only these 4 places:
AMC Theaters, Lowes, Petco and Target. The Target cards are a max of 2 % off before the coupon.

In a court of law, "reasonably believe" means that they have to have some evidence besides their gut feeling.

Unfortunately, no, that would be more like probable cause (a slightly higher legal standard than reasonable belief and used in obtaining warrants); and they're not in a court of law and are well within their policies. This isn't the best place to parse legal words, but reasonable belief, actually, pretty much does mean the "gut feeling" that a crime may have been committed based on the experience of their AML unit; that's all the "evidence" needed to legally meet that standard and to close your account (same as your hometown bank). Based on the totality of the circumstances, their policies, specifically what I cited earlier and other areas (what you cited applies too), gives them the ability to do exactly what they're doing. You agreed to those terms when you created an account and began using it.

And, no, pursuant to the Bank Secrecy Act, their fraud detection methods and/or the existence of any Suspicious Activity Reports that may be generated as a result of said methods do not have to be disclosed to any judge/court.....they are actually prohibited from being disclosed or referenced/cited in legal documents.

I dislike the policies as much as anybody else, but they unfortunately have a vast amount of discretion.

When you say it worked, did you use ebay gift cards, or just pay out of Paypal?

I paid with ebay gift cards with a little balance ($7) coming out of my paypal balance.

The code worked for me and I paid 100% with eBay gift cards. I bought a $50 Disney card and some trading pins.

I just used the eBay code CSUMMERFUN2016 on 2 $50 "pre-owned" Game Stop $50 gift cards from GiftCardOutlet on eBay. They were $42.50 each, so $85 for both with free shipping. I applied my $15 off to bring it down to $70 for $100 worth of gift cards *and* I used one of my eBay gift cards to buy them!

ETA, since it was not PPDG, the sale went through without a hitch.

Does anyone know, can you use that code more than once?

Thanks for the eBay code! Got a $50 Shutterfly GC (PPDG) and a $25 Panera GC (SVM - $0.99 shipping)) for $51.xx. Used the $15 off code + $8.xx eBay GC left over from the Target Days. Went through verification a few times (1x through ebates but "couldn't be processed", and then took break and tried again not through ebates, but it eventually worked after a few automated calls/texts).

So I pretty much got the Panera card for "free" since I am planning on ordering some stuff from Shutterfly anyway.

Made it with 16 minutes to spare! Tried putting in the code first and then the eBay GC, wouldn't work. Put in the GC in first then the code and it worked. It was through the dreaded PPDG, but I didn't have time to look into other options today.

I wish our tickers didn't have the 4 months before the one week part, I am ready for a vaca. My oldest DD is running the 1/2 marathon and talked me into doing the 10k with her so I guess I should be happy we are still 4 plus months out. Just participated in my 1st 5k last month so I definitely need the time for practice.

Wish I saw this earlier for you. It was one per PayPal account! So technically, could have done many times if you have multiple accounts in the family!

You can "combine" by using up to 4 gift cards to buy 1 larger denomination eGift card on Target .com, or you can take your smaller cards to the customer service desk in store and ask them to combine them there.
