Since many of you have discussed limited Paypal accounts, I tried to look up what a limited account actually is and what you are still allowed to do.
One thing I found is this guide to what to do if your account gets shut down. There is also a physical address where you can send a complaint and ask what you did wrong. There is instructions about how to send that complaint, and what to do if Paypay doesn't respond.

Apparently, Paypal has had a class action suit against them, and the advice in these instructions take those into account.

I also found an article that says it is easy to regain access to your account in most cases:

Can you legitimately have 2 PayPal accounts? I'm considering opening a new checking account (taking advantage of the bonus for new customers) and then linking it to a new PayPal account. Then, I will use the new PayPal account for ONLY my PPDG purchases and other purchases made with eBay gift cards. Right now, my PayPal account is attached to my PayPal debit card and I do not want to risk losing that debit card, or the vacation funds that are attached to it.

I thought I read here that people have 2 PayPal accounts (one for buying and one for selling??) but I wasn't sure if it was risky or in any violation of their terms. Is this something I should look into? I was planning on taking my $250 in eBucks and using them to buy a BB GC. I would stop at BB once a week and buy a $250 eBay card and use it for another BB card when they run an eBucks promo. At this point, I don't need to hurry and the "churn" money is all eBucks so there is no "cash" invested on my part. The risk is that I cannot afford to get my PayPal account shut down. So, if I open a new account, I thought I would use the eBucks to buy an eBay gift card instead and start the churn through the new account. That way, if the new account gets shut down, I am still OK.

Thoughts???
 

Agree. and there is literally no way to appeal it. The more I learned about PP the more disgusted I became. I'm still sitting on $700 in Ebay cards and $400 in EBucks that I can't touch!!
The gift cards have to be honored by law. There are fines of $300 per card in my state for not honoring. Check the law in your state.

Part of the issue is that the GCs are eBay, not PP, so PP has no "responsibility" for them. They don't care that you can't use them on eBay without a PP account.
You are correct, Ebay has to make good on the cards.

"g. Send or receive what we reasonably believe to be potentially fraudulent funds". The key words in this phrase being "reasonably believe" and "potentially" fraudulent. This is followed by this phrase in the section where PayPal documents their ability to limit/shut down your account:

"Further, you acknowledge that PayPal’s decision to take certain actions, including limiting access to your Account by placing holds or imposing Reserves, may be based on confidential criteria that are essential to our management of risk and the security of Users’ Accounts and the PayPal system. You agree that PayPal is under no obligation to disclose the details of its risk management or security procedures to you."
In a court of law, "reasonably believe" means that they have to have some evidence besides their gut feeling.

I imagine they would have to disclose there procedure and damning info to a judge.

There is nothing in the terms of service or printed activities about using a GC to buy GC. But I did find these 2 lines that they may be referencing:

Yes, I have 2. A business and a personal account. They use different bank accounts.
 
Great detective work @MinMou ! I had to believe there is a Class Action out there somewhere regarding this. I put PayPal in the same category as TicketMaster they are dangerously close to having a monopoly, and they definitely have a stranglehold on the market.

It's been talked about here on this thread...buying from Cardpool/Raise/etc and then immediately buying a "clean" card. If the original card was fraudulently obtained (i.e. with a stolen credit card) and then the legitimate buyer uses it to buy a "clean" card which is then used to buy a different gift card, then who ends up on the hook for the funds that were "dirty" to begin with?

I just got a $100 Disney card using this promo. Worked fine and after up charge by the private seller, eBay Bucks and eBates, I will have gotten the card for $91.00.
 
I know I shared my success yesterday, but after @wendow shared that code I thought I'd give it another try (thank you for the code!). Again, I get the "Please login" after repeatedly logging in. I give up with them. I really don't use Paypal for anything but eBay but it's just not worth the headache. So I used the code on some Chipotle gift cards and Chevron gift cards that were on sale. I'll use that savings towards my Disney gift card purchasing. Like others, unless another merchant starts selling Target or Best Buy gift cards again I won't buy from eBay/PPDG any longer.

The code was successful btw. Thank you again, @wendow !

That's a good question. The whole business of needing to immediately transfer funds from GC's purchased on Cardpool/Raise, etc. is the reason why I stopped buying from them all together. I just couldn't justify it in my mind that it was okay to buy gift cards that might have been purchased in a fraudulent manner. Now, I sure there are plenty of people selling GC's on Raise that didn't obtain them illegally, but I don't know for sure who those people are. I found other methods of buying gift cards that gave me at least as much of a discount as Raise or Cardpool did.

FWIW, I've had my PayPal account since 2002 and used it on and off throughout the entire 14 years - for eBay purchases, purchases from other websites when I was too lazy to get up and get my CC, Ebates payments and the like. I have not been using Target or eBay to churn for Disney or anything else, but have bought various GCs when they were on sale many times with no issues.

About 4 months ago we started a house remodel and I was planning to pre-order 2 Galaxy S7 Edge phones from BB. So after learning about eBay Bucks from all of you wonderful people, I started stocking up on BB GCs through PPDG to use for appliances and the phones. I had purchased $2400.00 - using CC and cash only! - over that 4 month period with minimal verification issues when I tried to buy another $600.00 during a promo a few weeks ago. After going through the same verification run-around that many have posted about - 4 text verifications, a couple of phone verifications, changing my password 4 times, and saying that yes, I was trying to make a purchase from the such-and-such area - I received an email from PP asking for a copy of my driver's license. Then I got an email saying my account was limited and asking me to login and answer some questions so they could remove the limitations. Total waste of time - I sent bank and credit card statements showing the accounts were in my name, told what my recent transactions had been (and they were NOT all GCs), and some other random questions. Almost immediately, I received another email saying that my account was being closed - actually, the exact same email that @lorijohnhill received.

For those that this has happened to, if you have cash in the account you may be able to get it back without waiting 180 days. I had transferred $50.00 cash into my PP account just before they closed it. I responded to PP's email asking for an explanation and asking that my personal information (SSN, account numbers, etc.) be removed from my account that was supposedly closed (I don't understand how they call it a "closed" account when you can still log in to it and it is holding your money and your PII hostage? :confused3). I also demanded that they return MY money that was sitting in the account as I had no intentions of letting them sit on it for 180 days and would go through other channels if necessary to make them return it. They sent a generic email back with their standard FAQs on "limited" accounts and said that if this did not answer my questions to reply to the email. I replied that it did not answer any of my questions. About 20 minutes later I had two emails: the first one had the subject line "We've reversed a credit from your PayPal account," which showed where the money in my account had been sent back to my bank account, and the subject line of the second was "Check Your PayPal Message Center." This is the message once I logged into PayPal:

Thank you for contacting PayPal Customer Support.

$50.00 has been transferred to the bank that the funds were initially added from.

Your PayPal account cannot be closed at this time. This is a necessary step to help prevent fraud. Your personally identifiable information will not be used by us nor shared with third parties, except to assist law enforcement as required by law. As an additional safety precaution, these financial accounts cannot be used on any future PayPal account.

Don't forget, we're always around if you need us. Just click "Help" in the top right corner of any PayPal page to visit our improved Help Center.

Also worth noting, I have successfully used DH's account - from the same computer and IP address - to make several eBay purchases since my ban, both GCs (physical Sears cards when they were on sale during a promo and I still need a new dishwasher!) and random merchandise, with no problems. I actually have another PP account in my name (had to open when Swagbucks was refusing to believe my original PP account was verified and would not let me redeem for PP cash until I created a new account) and so far that hasn't been affected. I don't think PP is using IP addresses to close additional account. You'll notice that in their response above they specifically state the financial accounts on my closed account cannot be used an any future PP accounts, which I am - perhaps stupidly - taking to mean that I can still use my other account since it has different financial accounts linked to it. I haven't used it to purchase anything since this all happened, but will try after I cash out my eBay Bucks next month (just to be safe!). I'm also curious if anyone who has been banned is able to create a new PP account using a different bank or CC account.

I hope this doesn't happen to anyone else, but my advice to everyone is to stay far away from PPDG! Also, I've never used eBay GCs so I don't understand if partially used cards are linked to your PP account or you eBay account. But if you have had your account closed and have any eBay GCs attached to it, I would suggest you contact PP and/or eBay with a strongly worded email asking for a refund or for them to issue a new GC with the total balance of any GCs that are locked to your account. I would think one party or the other would have a legal obligation to make those funds available, even if you had to gift the GC to someone else to use. Good luck all!
Not sure if my account is flagged differently but after I was banned my mother authorized me to open a PP account with her info linked to a bank account of mine. Even used a new IP address and I was able to get very little (like $50 a purchase) and was then shut down. So not sure what the difference is but mine is really blocked. So frustrating

Thanks but it is a whole new can of worms when you are permanantly limited AKA banned.
 
Cardcash code: WEEKEND for an extra 4% off. ALL cards.
I tried to use this for a restaurant and it wouldn't take. I clicked the line that gave the code, and it took me to a page that showed only these 4 places:
AMC Theaters, Lowes, Petco and Target. The Target cards are a max of 2 % off before the coupon.
