I like your plan.FWIW, I’m going to chime in with my opinion and plan going forward
I think Target did what it needed to do to deter the masses from grabbing the low fruit on the tree. Anyone and everyone was willing to purchase Disney cards at 5% off using Target gift cards – it was easy. We’ve all seen these people come through this thread and the majority of them weren’t willing to go through the additional work needed to see the big savings at the top of the tree. Not saying this was wrong of them, but for some people an easy 5% was awesome, but they didn’t “need” to climb any further.
Then there’s those of us who are willing to put in the work and this loss of 5% obviously hurts but, at least for me, it doesn’t change much. Granted, I have a year and a half until I need to pay off my trip, so I have time on my side to make up for it. But in the big picture, it’s not a HUGE game changer. Now I will cash out my second or third Swagbucks cards for the month into PayPal and use my Target debit to get ebay cards at 5% off instead of going straight to Target GC – an extra step, yep, but minor. And I’m going to look a little more seriously about getting my DH an ebay account – which is something I was considering anyway.
So, that's my 2 cents. I'm not panicking, at least not yet anyway, and I'm willing to change my course and ride out the "storm"!

I also plan to try adding Best Buy into the mix, since I have $10 in BB Rewards to spend. I have about $28 left in eBay GC so I may just buy a $25 BB card with that to try it out instead of waiting for a PPDG discount. Then I'll use $10 Rewards + $25 BB GC + $15 OOP to purchase a $50 eBay GC from BB. That way I'll see what portion of the purchase I earn more BB Rewards on.
The other thing I need to do is try purchasing a Disney GC with a GC at my local Target(s). Neither of them have self checkout unfortunately so I'll be at the mercy of employee discretion. Hopefully if I buy other items along with the GC they won't deny it. I shop at Target a lot any way so it won't be hard to just pick up a GC while I'm buying other items. And if some of my churning money gets used on things I would've bought anyway, oh well. Its money I don't have to spend that I can shift over to the vacation fund in my budget.
I've spent $391 OOP and have $750 in Target GCs, $28 in eBay, plus all the cash back rebates I've gotten from my churning purchases, so I'm not quite ready to give up yet.
Thank you for the heads up on this! I haven't been using my AMEX as much lately and have forgotten to check for new offers. I also have $100 in cash back rewards available on my Blue Cash so I can essentially get a free $100 GC.
