You can book it (if there are any spots available) when it is your time to book things (in your case, 75 days before your cruise unless you are sailing concierge). It is $210 per child and $69 per adult (unless the price has changed since we last did it in January). My daughter loved it so much, we've done it twice.
You reserve your spot online when your booking window opens. We had a really great time! Love the photo you get delivered to the room after with your child and the princesses.
One last question, since we are new I know we are last to sign up fortevents. Is it a good idea to do something like this on an port day? Or is this something we should be able to book with no problems.

It is usually offered on a sea day, and in the afternoon on a port day. The sea day books up first, and if you're a new cruiser a sea day may not be an option for you. It's fairly low capacity, like 50 people.
My daughter was 8 when we did the tea. It was very well done with nice gifts, and enough individual attention from the characters that I know she felt special. It was pricey, at just under $300 for the two of us, but she still talks about it and it was fun for me and her to have those memories. Worth it, in my opinion! Although I told her no to doing it again on our upcoming cruise!!

I personally would wait until she was older. I would definitely do the princess meet and greet and the frozen meet and greet which are free ticketed events.
Those are fun too! You don’t get the extras but they are terrific at interacting with the kids at those too.
