There isn't any set amount or quantity.... Both are left to the discretion of the giver. However, please keep in mind that if you are flying, you may want to keep gifts small and lightweight. For ideas, search the Internet for
Disney Cruise FE gift ideas. Traditionally, a gift is given to each child, and typically something for the adults. Gifts can be delivered at any time during the cruise.
A list will be started, with the first 20 cabins designated as Group 1. Once Group 1 is full, a new group will be started. The cutoff to signing up will be one month prior to sailing to give everyone a chance to join, and participants time to know how many gifts to make. If the final group is less than 20, then the groups might be adjusted some. If anyone would like to exchange gifts separately with a cabin that is not in your group, please arrange that among yourselves.
FE is short for "Fish Extender". Outside each cabin/stateroom door, there is a metal hook in the shape of either a fish or a seahorse, depending on the side of the ship. Disney uses the hook to hang cruise information for the cabin/stateroom's guests.
At some point, cruisers began hanging custom wall pocket/organizers (FEs) from the hook, "extending" the hooks capacity to accommodate the gifts exchanged with other cruisers. Disney allows the tradition as long as the FEs fit within the space, do not interfere with Disney's use of the hook, and do not stick out into the hallway.
You can make your own FE, or purchased one from crafters on websites like Ebay and Etsy. As far as the measurement restrictions go, I have found a range of sizes specified; however, I have found that if you have an FE that is no wider than 9.5" ( including the dowel rod), and no longer than 4 feet, you should be good. Most are made with a separate pocket for each person in the cabin/stateroom. (Make sure pockets can open wide enough to accept gifts. Multiple pockets allow for multiple gifts to fit, or for gifts to be placed in a pocket for the intended receiver.)
There have been cases of door decorations, FEs and even gifts being stolen. I use zip ties to secure my FE to the hook, and have zip tied my gifts to the other FEs if they are likely to be stolen. Just make sure you bring nail clippers to cut through the zip ties.
