Disney Dollars??? Where to purchase?

I want to purchase Disney Dollars as a Christmas gift but I cannot find where to order them without paying a $10 priority shipping fee. The Disney number I called said that they only sell them in the resorts but I think that may be wrong. Anyone out there know if they can be purchased without paying the fee?
