Disney Dining Plans does the price include tax?

I am looking into the 39.99 dining plan for a party of 8. Does that price include tax or do I have to add tax? If so, at what rate?

The price includes tax, you do not pay tax on the $39.99, unless that policy changes in 2009. But I have heard nothing indicating such a change.
