It's available to Florida residents, this is actually where it started and it was just recently that it opened up to AP holders.
 

This is a good alternative to Disney's Dining Plan. We are AP holders who traveled with a 3 year old and a 12 year old last year. I would be ok with paying for the dining plan for DH, DD3, and I, but to pay the adult price for DD12 was too much. Plus, we would've had to buy a one day ticket for each of us. The DDE card gave us 20% off at the AS food court, where we ate breakfast most mornings, and all our WDW sit down meals (including CRT, CM, CP, and Nine Dragons). We will use the card we purchased last Oct for our next trip.
 
Is the $60 per visit or per year? Also, do you really only need one per family if you all eat together anyway (i.e. can Dad just use card for entire family at meal time?)
 
I have been trying to find out if you can get on the internet or on the phone. I also read that if you are going to be arriving before you will recieve this you can arrange for a letter to be picked up at guest services, is this true?

Yup, this is true. You can pick up your letter at Epcot guest services (facing the main entrance, go to the RIGHT- a lot of confussion at Epcot over this location!)

It's a yearly fee of $60, which entitles up to 10 people to receive the 20% discount when dining together. It even includes alcoholic beverages!
 
Keep in mind though, that 20% basically covers the tip. It makes it more worthwhile to do sitdown, but in reality, it seemed like more than it turned out to be. Don't get me wrong - every little bit helps. It also depends on where you are staying. The DDE does nothing for you at the Swan/Dolphin. It does give you some discounts at DD, but they have also shortened the list of places where it applies -making it less of a value.

Why would they leave the Pop food court and remove the All Stars?
This stinks, as we used it for bkfast every day on our last visit. Is there an official list on the Disney World site?
 
Here is my ? My DDE card expires right before we go to WDW. My AP will be good only the first day of our trip. So can I order a new card now and use it without having my AP with me. I don't recall ever being asked for my AP but I do think all that junk is in their computer no? So can I buy the DDE with my current active AP even though I already have one now?

We were just at Disney in November and it was good at the All Star Food Courts. I think this is just an accidental omission. It's suppose to be good at the food courts of all resorts that do not have a sit down restaurant. That is why it is good at the counter service restaurants at Animal Kingdom because again there are no sit down restaurants at Animal Kingdom.

I would double check this information with the DDE.
