No. But you must do it at least 48 hours in advance of your arrival date. And the member has to book it for you, you can't do it yourself. And it must be paid in full at the time of booking.

It would only impact you in that you would have to pay in advance for CRT, dinner shows and events if you don't already have the dining plan on your reservation.
 
As mentioned, when renting a DVC reservation from an owner, they must be the one to add the dining plan for you so its important that you understand their terms for adding it as there may be owners who don't want to deal with it since it has to be paid in advance.

So, you can't just decide later that you want it and call and have it added on your own. While it can be added up to 48 hours prior, as a renter, if I wanted it, I would be sure to leave plenty of time to get in contact with the owner to share your wishes.
 
To Sandy's point, not all DVC members who rent are immediately responsive. Over the years we've seen a lot of panic when a week or two before the trip, the owner of the points can't be reached and doesn't respond to phone calls or emails within a day or two. Owners have lives, they go on vacation, they travel for business, they get sick kids, they misplace their cell phones and don't check their email.

Its probably best to set everything you can up in the initial calls.
 

The owner has to add the dining plan but your are responsible for making your own dining reservations.
