I haven't noticed any problems recently with
DCL and I've checked several times since the original post.
I think I've 'preached' this several times before, but I really believe that if you don't use your ISP's 'explorer shell', you will have much better results using DCL's quote system as well as using other websites.
The ISPs have made things easier for novice users by creating 'explorer shells' that allow you to browse the Internet without leaving their 'home view'. Many times, their 'shell explorers' add overhead to the web surfing experience. This overhead can be the reason you can't use a particular site. It can be from any ISP that uses a shell, such as AOL, Compuserve, MSN, and probably others I haven't seen firsthand.
Once your Internet connection is established, you can minimize your ISP shell and start up Internet Explorer as a separate Window, or application. There are additional benefits to using this method because you can have multiple instances of IE open at the same time. For instance, you can have one IE window for the DCL Quotes system, another IE window for the Dis Boards, another for the Port Canaveral Web Cam (when it works), and another IE window for your online bank or credit card balance, etc etc.
One word of caution if you use this method, any Parental Controls that are set up in your ISP shell will not be in effect with your native IE winodws. There are separate Parental Controls that can be set up in Internet Explorer itself, but they control all usage of IE, they aren't user specific.
