Mulan 100%. (Good topic, by the way. It always bugs me how people consider Merida to be such a great example of an action princess--she's not a really positive example and Mulan is such a better representative.)
Consider the fact that, unlike Merida, she isn't naturally gifted and isn't born a princess. This means that she has to work really hard in boot camp and, while her family isn't poor, she doesn't have leisure time to pick up a fighting skill. Because she works at her fighting skills, they are better and more preferable to those that were perfected, not out of necessity, but out of fun.
More than that, Mulan thinks through her actions before she makes them, something that sets her apart as an elite fighter. Merida, in Brave, wasn't so brave at all--her whole story was fixing a mistake she made when she didn't consider the consequences of her actions. Mulan, however, is able to consider the consequences even in stressful situations--use the example of her rocket causing the avalanche. Mulan, unlike Merida, doesn't cause her own problems-in her entire movie, she sets out to do what is right for others. In short, she is unselfish (unlike the very self-serving Merida) and she is much more reasonable.
To sum up, as the Emperor said, "The flower that blooms in adversity is the rarest and most beautiful of them all...A girl like that doesn't come around every dynasty".
