As far as I know, an adult has to be present on each reservation so no, a 16 year old can not make their own reservation. You can look offsite but I truly doubt that you would find any hotel willing to make a reservation to a minor.

At Disney:

The person making the reservation has to be 18 years old by the date they arrive-I booked my stay when I was 17 but arrived on my 18th birthday so this was ok...

Dunno if this might help anyone
