I see from the most recent discount offer on stays at either value, moderate or deluxe resorts, that it is for "selected" resorts within each class. Has this been the case in the past? I seem to remember at one point in time, a year or so ago, there were not "selected" resorts. The discounts applied to any resort, in all classes, and the discounts were applied wherever you stayed. Has Disney gone way from this, or am I mistaken on the selectivity?

This has been the case for at least the last couple of years. The special offers are on the resorts with the smaller occupancy rates historically. Even the ones included have very short supplies for the discount codes sometimes. Before that, it may have been by category and not specific resorts. I know the restrictions were even higher once AoA came on line.
 
You are mistaken (at least for past several years.) Interestingly, last year we got a PIN for discount codes for room-only, which excluded certain resorts (including little mermaid suites at aoa), but little mermaid was on cover of flyer.
 
It has been that way since I started planning my first trip! I think I joined in 2006? POFQ has always been very limited in the discounts it can get. Learned this on my 2007 trip.

Unfortunately you are mistaken. There has been selectivity for a number of years especially for room categories. Two quick examples come to mind: the campsites haven't been included for years and 3 BR villas are often excluded.

It's possible that you are thinking of the very limited availability for some room categories in recent offers. Some categories book up so much faster now than during offers a couple years ago so it feels like its become more selective.

We had the same thing with CR being on the flyer.
 
1) The General Manager of the resort decides the number of discounted rooms.
. . . they are responsible for the P&L of their resort
. . . they rely upon stats from previous years
. . . they rely upon educated guesses
. . . they rely upon the estimate from the Marketing Dept
. . . they rely on the phase of the moon and/or their WeeGee Board
2) This includes the number available for
. . . AAA
. . . Free Dining
. . . PIN codes
. . . other advertised public discounts
3) When the quantity is gone, the discounts are gone.
4) The number of rooms available for discounts
. . . can be a lot
. . . can be few
. . . can be none
 
I was told that even though discounts are supposed to only be for certain resorts, that the discounts will apply to others in the category. It worked for me but now I can't remember what trip. It doesn't hurt to try calling.
