Discounts: Package versus room-only?

I'm a bit confused about the discount rates that might come out. I've read here that chances are higher of getting a room-only discount than a package discount. On the one hand, I have no problem booking a 'room-only- and then booking tickets separately, thereby increasing my chances of a discount. On the other hand, I'm considering going through Small World Vacations (handy for making priority seating arrangements and general all-round advice) and they have quoted me a package deal so I'm really concerned that if room-only discounts come out I will lose out by going through Small World. I have asked the tour rep there about this and she says not to worry, that discount codes come out for both ‘room only’ and ‘package’ reservations, and for the past year, at the same time. Furthermore, she has said that Disney has no ‘immediate plans’ to discount either because the new pricing on tickets and packages are so popular! I'm getting the strong impression that she doesn't expect any discounts to appear. Could this be true?

Help! I think I'd go nuts if I booked the package and then a couple of months down the road lost out on a lot of money. Don't know what to do now. :confused3
