My DW planning skills are a bit rusty. I always bought park tickets from Undercover Tourist. Are there other reliable options that have a lower net cost? We are planning a Jan 2023 visit for 4 park days.

It all depends on what type of ticket you need so it pays to check different places and price shop.

For example for my trip next week I priced out my tickets using Disney itself and paying with Disney GC's I got at Target using the 5% Red Card discount, UT, and Working Advantage. For 6 day base tix the best price was from Disney using the GC's from Target. Working Advantage was 18 more, and UT was 24 dollar more then Dis. But when it came to 6 Day Hopper tix Working Advantage had the best price with UT being 18 dollars more an, and Dis being 24 more. Thought it was funny that each type was the same amount higher. Also the extra discount that UT gives for those signed up for the MouseSavers news letter is usually only a couple dollars total.
 
Has anyone used Boardwalk Ticketing? They seem to have good pricing for the 4 day Park Hopper tix we are looking for.

Yes I have used them. They are fine Someone once posted a comparison site that tells you who has the best price. Unfortunately I have it bookmarked at home but I am in Orlando now so can’t access it

Make sure that all the prices that you are comparing include any taxes and fees. My local AAA prices look good until I get to the last page of checkout and they add in tax. TicketAtWork is another one that doesn't include the tax in the prices they quote.
 
And when is the best time to buy tickets?

We're heading to Orlando April 2nd.
We search tickets for 4 WDW themeparks + 2 Universal parks (hopper) + Bush Gardens + Seaworld.

Is there a 'Black Friday' deal in November who 's worth waiting for ex.?
